Minor’s Permit
Uruguayan citizens under the age of 18 need the express authorization of their parents or legal guardian(s) both to obtain a passport in Uruguay or at Consulates abroad, as well as to travel abroad without a passport if they do not travel in the company of their parents or legal guardian(s).
To be able to issue the above mentioned permit, the parent(s) who is/are giving the authorization will have to present themselves at the closest Consulate to their place of residence to sign the minor’s permit.
If they reside in Uruguay, and they wish to carry out the reverse procedure for the minor’s permit to be withdrawn at this Consular Office, they must present themselves at the Ministry of Foreign Affairs, Travel Documentation Department or in the interior of the country (Inspectorates of Migration).
In neither of the above mentioned cases is it necessary that the minor be present with his/her parent(s) or legal guardian(s) to complete the procedure.

You will have to send an email at cgsanfrancisco@mrree.gub.uy to be able to request the corresponding minor’s permit and coordinate an appointment to sign the document.
You will have to present the following documentation:
Cédula de identidad (Uruguayan ID card) and/or valid passport belonging to the father or mother.
Cédula de identidad (Uruguayan ID card) and/or valid passport belonging to the minor.
Preferably present birth certificate of the minor:
- Uruguayan, or;
- Foreign, which has to be apostilled
The cost of the procedure is of $14, the payment must be done with a money order or cashier check made out to the Consulate of Uruguay.
