Entry regime for Uruguayan citizens and foreign nationals

    • In accordance with the provisions of Decree No. 55/023 issued on February 16, 2023, all sanitary provisions that establish requirements for entry into the national territory are repealed, issued within the framework or as a consequence of the National Sanitary Emergency ordered by the Decree No. 93/020 promulgated on 03/13/2020 (Article 2˚).
    • This implies that neither vaccination certificates nor the presentation of test results will be requested from travelers, whatever their age or nationality.
  • Health insurance: foreign nationals must have valid health coverage / health insurance in Uruguay.

    The need to have health coverage or medical insurance is maintained for foreigners who enter by any means (Article 1˚).

    • The exceptions to this requirement will be those established in Decree 58/023 dated February 28, 2023:
    • a) “manifestly well-founded cases of international protection in accordance with the provisions of Law No. 18,076 of December 19, 2006 (Refugee Law), which must be analyzed on a case-by-case basis, particularly taking into account the situation of persons who They arrive for family reunification with foreigners who already have permanent residence in the country”.
    • b) “Duly justified situations of family reunification (with parents, spouses, cohabitants, minor or older unmarried children with disabilities, in accordance with the provisions of Article 10 of Law No. 18,250 of January 6, 2008), or humanitarian, managed by the Ministry of Foreign Affairs before the National Directorate of Migration.”
